Having a problem are we? With a verse? Let's see if we can help.
First, we should know a bit about the era being discussed and some of the religious practices.
Moses was giving the Law of GOD to His people. (The first installment being the 10 commandments) There were a lot of laws being given to GODs people as they transformed from a family into a Nation. They were to be different from the others to show they were worshiping the only true GOD.
The people around them not only worshipped false gods, they also had some nasty beliefs. I'm not an expert on all the cultish practices of the surrounding peoples but I do know some of them practiced child sacrifice.
The verse in question was not referring to an accident in the field or a birth defect. It would most likely refer to outsiders wanting to become a part of the group.If you were missing your member or were castrated, their was a reason for it. You might be a criminal. That was one way criminals were punished. You may be or have been a priest of a sect worshipping a female goddess. It may have been voluntary as part of a religious ceremony. Some people were castrated to be made part of a governmental group known as SARIS.

Now the one thing not made clear in the Scriptures is whether or not the reason why a man became a eunuch mattered or not.
Did it matter whether he came into his emasculated state because of a punishment or whether it was because he voluntarily agreed to become circumcised in order to meet the requirements of a pagan government or religion?
That’s really not made clear.
This exclusion most likely did not include those men unfortunate enough to be born with genital defects due to disease or injury.
Hence, the reason for exclusion was more likely because the man in question had volunteered to be castrated.
Or here’s a simpler way to put it.
The foreign men who were emasculated as a result of worshipping a heathen god or goddess WERE to be considered the excluded class.
Why was this such a big deal?
I can answer that question in one word: CIRCUMCISION.
The problem with eunuchs was their lack of properly functioning reproductive organs.
In order for a gentile to become a citizen of Israel, there were two key requirements.
FIRST, he had to be circumcised.
SECOND, generally speaking, he had to be capable of producing children.
In those days, a eunuch’s genitalia was so mutilated (or in some instances unavailable) that it wasn’t even possible to perform a circumcision on his organ.
Anyways, the verse wasn't put there to punish a guy who got hurt while operating his rice picking machine.
