Because there's nothing in between where that team is at and a winner?
only 23 mil on the payroll for next year.   I went after a few FA and was out bid and stuck with 18mill i didnt use.  I tried to get a couple FA to make a move and just didnt.  If I stay with the team I will have about 70 Mill to take to the FA market.

Is it a good league overall? Because based on my experiences in the FA market the last couple years in $, I'd be skeptical of there being anywhere near enough quality available to be able to spend that kind of money well on FA in one season.
