This part is definitely accurate:

The goal was to starve out the Big 12, Big East and even the ACC of the hundreds of millions a playoff would’ve given them and thus turn the future of college sports into a battle of television sets.

Delany couldn’t assure that the Big Ten would’ve done well in a football playoff. Maybe the league would’ve succeeded, maybe not. With 26 percent of the nation’s population, tradition rich clubs and its own cable network though, the Big Ten will always dominate if everything boils down to TV revenue.

Big Ten didn't need the money from the playoff. Big East and Big 12 should have supported it, because of the potential additional revenue. But the playoff didn't pass and it did seem to create a system of haves and have-nots as far as funding. SEC and Big Ten schools get a lot of their funding from their TV and bowl revenue.

Big 12 is surprisingly poor in this regard. Big East doesn't have the clout in football, though the basketball end of it helps.

The Big Ten does stand to profit if they can expand into a few new markets. The Pac Ten with the departing six from the Big 12 will get the recognition and clout it'd been seeking, and will force the other premier conferences to adjust.

Ohio State, Michigan, Penn State, Iowa, Illinois, Indiana, Purdue, Michigan State, Northwestern, Wisconsin, Minnesota, Nebraska, Missouri, Rutgers, Syracuse, Notre Dame/Pittsburgh

Not sure how that'd be split into two divisions.

When is the decision being made?

What is the financial model for the playoff system?

Is that still possible/more likely now?

Does this cause a shakeup in the mid-major conferences?

Are there still bowl games for non-playoff qualifiers if that happens? Doesn't this starve the have-nots even more?

I think Pitt fits...more or less. It's a decent sized, average-good public university in the Rust Belt. Of that group, to me, the outliers are Syracuse, ND, and NW because of their size and private...um...ness? and Rutgers because of geography. Pitt actually seems like a natural fit for the Big 10.
