I’m in with 1 team. Only 3 players can have a shooting percentage greater than 16.5. One Center, one RW and one LW.
Pretty sure that also violates this rule: "Your criteria should apply to a maximum of 3 players." because you are restricting the other 17 skaters on everyone's team to a shooting % of 16.5 or less.

So because there are only 6 starting defensemen, the 3 defensive rating are fine? Ok then 3 starting forwards one C, one RW and 1 LW must have a combination of shooting percentage less than 7 and D-rating less than 60.

My rule is all teams must include at least three player from between 1930-31 to the 1939-40 seasons.

Rule 1 . I will go with the Biblical method. You must draft at least one player named Peter, and one named Paul

Rule 2 (I will go with 2 teams) only Goalies cannot be over 90.2%
