Under 7 Progressive

This is a fairly simple and straight-forward progressive with a limitation on player seasons used.
If you'd like to see the "Average Joes" have greater importance on a team, take a look and give this a try. There won't be any superstud seasons in this league.
16 Team Format - 4/4 w/interleague
Start with the 1961 and 1991 seasons (NL=1961, AL=1991)
Eligible Players: Less than $7M in Salary
Intial Draft:
NL and AL teams will draft from the 2 different seasons so only 8 teams in each draft. Random order for R1 then serpentine.
Game Player Progression:
Since only player seasons of less than $7M Salary can be used, players progressing to a season above $7M will be automatic Cuts. Example: You draft 1961 Joe Torre. His salary is $3.9M. In 1962 and 1963 it is still below $7M so you can use those seasons in progression. In 1964 his Salary is $7.13M so that season is not eligible to use. At that point he must be a Cut. He would then sit out the 1964 season. He'd then be eligible to draft again for 1965 since that season is below $7M.
Subsequent Drafts:
Teams will alternate between the two seasons. Year two the NL drafts from 1992 and the AL will draft from 1962, then vice versa and so on...
Draft order will be based on standings at the 120 Day TD using a weighted system for number of chances. The better teams will have a better chance to pick first. Finish: 1st 4 chances, 2nd 3 chances, 3rd 2 chances, 4th 1 chance.
Keep in mind that there will not be any superstar seasons, so picking first or last will not have as great of a significance as in other leagues so even though the better teams have a better chance to pick first, it won't be as much of an advantage as you might think. The main reason for it, is to entice everyone to try to win as many games as possible thus eliminating the incentive to tank.
We will start the drafts shortly after the 120Day TD. Automatic Cuts will be posted. (Players with seasons above $7M).
Keepers will not be required until after the drafts. Like a couple of my other leagues, I like not having to Cut players until I know who I got in the draft. This will mean you can keep drafting until you no longer want any of the remaining players. All players drafted though must be on your roster at the start of the season so if you are above the 27 players allowed any additional Cuts must be players from your last seasons roster.
Player Trades allowed.
Draft Picks can be traded.
120 Day TD will be used.
There will be no IR/DL. If a player doesn't have the next season they will be an automatic Cut also.
