We need a Recruit all, or recruit all remaining check box worse then either of those clear buttons. Especially mobile device recruiters, it is SO D|FFICULT to get those States to accept the recruiting effort.

I believe you're referring to how difficult it is to use the scouting service on mobile, where selecting states doesn't work properly. I'd say simply fixing it so that selecting a state consistently works would be more than enough.
