I've noticed that if I release a player, he does not immediately show up on the waiver wire. Is there a standard waiting period before a player appears on waivers?

This question stems from me accidentally dropping a $5M player when I was simply trying to add a $200k scrub to my bench. Submitted a ticket immediately and they claimed they couldn't help me "because of the way the waiver wire works." But the player I dropped didn't show up on waivers until the next day, so I don't understand why they couldn't just reverse the transaction.

my guess is the waiver wire only refreshes twice per day, the way leagues only schedule twice a day. its probably part of the same twice-daily update code.
