after an absence from the game I recently took over a squad in Rupp. There are a couple of walk ons and they are not near up to snuff for a D1 squad. If I recruit a better player and offer them a scholly and they accept is the walk on then gone or do I have to offer them a scholly then rescind it?

Walkons will be removed from your team after the season.

You should already have the money/open scholarships for their position on the roster for the current recruiting cycle. If you do not fill these spots between now and the season flip you'll receive new walkons.
